As part of the Crown Heights infrastructure upgrade, Kingston Avenue between President Street and Eastern Parkway enters a more intense phase this week, with sewer work, full street excavation, and Tow-Away Zone enforcement now in effect.
Starting this week, Kingston Avenue between President Street and Eastern Parkway enters a new and more intense phase of construction, as part of the city’s ongoing infrastructure upgrade in Crown Heights. The project, led by the Department of Design and Construction (DDC) in coordination with the Department of Environmental Protection (DEP), continues under Capital Project SEK002376. This marks a major multi-month effort to replace aging underground infrastructure and rebuild the roadway from the ground up.
The current phase focuses on sewer replacement along Kingston Avenue, beginning at Eastern Parkway and heading south toward President Street. This follows the completion of water and sewer work on President Street itself, which wrapped on June 20. The Kingston Avenue phase officially began on June 23 and is expected to continue through September 15. The goal is to finish the most disruptive work before the Yomim Nora’im. If that deadline cannot be met, work will be paused starting the Tuesday after Selichos, continuing through the Tuesday following Sukkos.
Throughout the week of June 23 to June 27, the city has issued a full Tow-Away Zone order on Kingston Avenue. No parking is permitted between 7:00 AM and 6:00 PM each day. Vehicles left in the area will be towed without exception. Signs have been posted and enforcement began Monday morning. These rules apply regardless of permit status or resident ID.
Kingston Avenue remains closed to through traffic between President Street and Eastern Parkway. The closure is active during all construction hours. Access is limited to local deliveries, emergency services, and select residential vehicles. A single lane may reopen overnight to allow some local movement, but this is not guaranteed each evening and depends on daily work progress.
Work crews are currently replacing sewers and excavating the full street surface to support that installation. The affected section of Kingston Avenue will be completely rebuilt following the underground work. Additional features of the broader project, such as lighting upgrades, new traffic signals, curbs, and sidewalk work, may be added later but are not confirmed as part of the current active phase.
As part of pre-construction site testing, elevated levels of lead were found in deep soil layers near Kingston Avenue and President Street. The city has committed to removing the contaminated material under federal and state regulations. During the excavation, continuous air quality monitoring will be conducted to ensure public safety.
Although the full reconstruction will continue through the end of 2025, the current focus remains on finishing this summer’s work zone and restoring the street in time for the Yomim Nora’im. If weather or scheduling causes delays, the area will be temporarily paved and made passable before Tishrei, with final work returning after Sukkos.
