When the Rebbe spoke about Mivztoim, the goal was not only for Chassidim. The Rebbe wanted every person should always be on the lookout for how to spread Yiddishkeit and bring others to do Mitzvos.
In recent years, more and more people from the frum world have become respectful and admiring of the work of the Shluchim across the world. We need to share with them that they too have their Shlichus, and they may be able to reach out to many people who no one else would. Whether on business or vacation, opportunities arrive when meeting other Yidden, and they too have a chance to do a Mitzvah with them.
A new initiative by Shluchim in London, UK, called the Lamplighters Project, is to bring this awareness to the wider frum community. As a part of the project, a Frum businessman can order a Menorah for Chanukah, Matza for Pesach, and even Sukkos supplies, to any acquaintance of his. Part of the project is also to connect the acquaintance with the local or nearest Shliach.

The project is run by Rabbi Efrayim Calebach, Shliach to the Docklands area, which includes the major Canary Wharf business complex, as well as Rabbi Avremel Raskin, Shliach in spreading Chassidus in Stamford Hill, London.
