Despite Hatzolah Opposition, Maimonides Pushes $2B City Takeover Deal
Despite a joint letter from Hatzolah coordinators opposing a city takeover, Maimonides Health is moving ahead with plans to merge into the NYC Health + Hospitals system as part of a $2 billion state-backed deal.
NYC officials on Monday, December 29, 2025, announced plans for NYC Health + Hospitals to move forward with a partnership that would bring Maimonides Health into the city’s public health care system, pending final legal and regulatory approval. The city said the move is meant to strengthen Maimonides’ financial footing and protect safety net care in Brooklyn, while keeping services running normally as the transition begins.
As previously reported by Anash.org, Hatzolah coordinators from Boro Park, Crown Heights, Flatbush, and Mill Basin issued a joint letter opposing a potential takeover, writing that “Hatzolah strongly opposes this potential takeover,” and warning it is “not in the best interest of our community.” In that same letter, they stressed that “all hospital operations remain status quo,” and said they had voiced their opposition to both the city and hospital leadership.
Under the proposed arrangement described in the city’s release, Maimonides, a Brooklyn based system with three hospitals and more than 80 community based sites, would become part of NYC Health Hospitals. Officials stated that “patient care will continue uninterrupted during the transition,” and said Maimonides would continue to serve its communities while joining the city run network.
City leaders pointed to Medicaid reimbursement as one of the key drivers, saying that once inside the public system, care at Maimonides facilities would be reimbursed at a higher rate by Medicaid, which they said would bolster Maimonides’ financial position. The partnership would also allow Maimonides to adopt Epic as its electronic health record platform, aligning it with the public system’s infrastructure. The city said Epic would improve coordination between care teams and facilities, and would give patients the ability to access records online and communicate digitally with their care team through a portal.
New York State is backing the partnership with $2.2 billion over five years, and the city tied that support to the Health Care Safety Net Transformation Program. Governor Kathy Hochul announced the grant on October 16, 2025, and the release described the funding as a way to protect safety net health care in Brooklyn while strengthening long term stability.
Mayor Eric Adams said the partnership would preserve and strengthen care in Brooklyn, calling the effort a way to keep high quality care available for the thousands who use Maimonides. NYC Health Hospitals President and CEO Dr. Mitchell Katz said the system’s hospitals maintain their own identities and cultures, adding that Maimonides will “retain its unique character and commitment to the communities it serves.” Maimonides CEO Ken Gibbs said joining the public system would allow Maimonides to build on its history of specialty care and expand access across Brooklyn.
The NYC Health Hospitals Board of Directors voted unanimously on November 20, 2025, to pursue the partnership. The city said that additional legal and regulatory steps remain, but officials expect the partnership to be completed before April 1, 2026, at which point Maimonides would formally become part of NYC Health Hospitals.
