The siyum was held in the home of Reb Yoel which neighbors 770 Eastern Parkway, and where Reb Yoel used to deliver shiurim and hold informal farbrengens.
As the yahrzeit is during the Nine Days, a period of mourning for the destruction of the Beis Hamikdosh, the Torah was completed in a modest ceremony, with the customary joyous welcome and hakafos held for a later date.
The Hachnasas Sefer Torah, complete with a festive procession, hakafos and a seudas mitzvah, will take place on Chai Elul at the Beis Menachem center in Boro Park.
