The new rule was announced by Mayor Eric Adams announced several weeks ago. The rule, published in the City Record, fulfills a promise made earlier this summer and brings e-bike speeds in line with current limits for stand-up scooters.
“This new 15 miles-per-hour speed limit for e-bikes is about keeping New Yorkers safe while continuing to keep our city moving,” Adams said. “Starting October 24, whether you’re riding, walking, or driving, we know that everyone will be safe and protected on our streets.”
“We are using every tool and studying worldwide best practices to ensure every New Yorker is traveling at safe speeds,” Transportation Commissioner Ydanis Rodriguez said.
The rule is a key part of the Adams administration’s efforts to improve street safety as cycling continues to grow in popularity. The city has expanded its cycling infrastructure, adding 87.5 miles of protected bike lanes, strengthening existing lanes with more durable barriers, and widening lanes along the busiest routes.
Although details on how the new e-bike speed limit will be enforced have not been released, city officials emphasized that the measure is intended to ensure safety while accommodating the increasing use of bikes and other micromobility options in New York.

I like the limit idea, but I would say it needs more specifics. 15 miles per hour if in a bike lane makes sense. Though if you can move faster then that then take up a lane on the road. Because e bikes are advancing.
I don’t understand why you would put a bicycle lane right next to cars it doesn’t matter the car is always going to win and when we were growing up we were told not to play by traffic what are you doing you’re making it dangerous

I think that’s great you’re doing that there Pennsylvania needs to come up with something about them over here they don’t follow the rules of the road and drive sometimes in the dark with no lights on at all they speed by me on my motorcycle for needs to be rules that they’re not even allowed on the main road they have the electric scooters everything is getting really bad with those things now and make them have a perimeter of license or something wear helmets and follow all the rules of like motorcycle or scooters it’s getting terrible here with them somebody needs to speak to someone here in Pennsylvania and get it done if they should have license to drive those things and a certain age and at a certain time of day but nobody listens maybe someone there can help

He’ll I peddle at 22 to 25 mph. What they need to do is limit e-scooters and e bikes on bridge walkways. That’s not safe. They also need to enforce rules to stop these idiots who are inconsiderate by walking in dedicated bike paths. It’s equivalent to walking in the street.

I do not live in New York but I have a question. I am 80 years old, and I still ride a non-e-bike. If I exceed 15 mph, which I can easily do on level ground. Am I breaking the law in New York?
E-bikes specifically encourage inexperienced drivers to go fast, hence the reduced speed limit. Regular bikes require more practice and experience before you get to those higher speeds, so you can go up to the regular car spread limit (usually 25 in nyc)
Is the mayor asleep? You can pedal a regular bicycle much faster that 15 mph. And racing bikes, so called road bikes can hit speeds of 40 mph plus , yet they are not restricted. E- Bikes and scooters helps those that cannot afford or are unwilling to invest in a car get to work in less travel time. Always ready to sabotage anything that helps the poor and working class. Is that it?
Slower speeds just make biking more dangerous.
lol, back when I was in NY on vacation, I could ride a cheap $120 mountain bike from my family up to 20 mph on flat ground and maintain that speed with thick knobby tires in an aerodynamic position. I would be speeding everywhere under that law. Guess my human engine is too powerful. 15 mph is way too slow. 20 mph is perfect.
that sounds good iam a e bike rider and the problem we have here in Buffalo ny is drivers do not respect anyone on a bike rather it’s a e bike or regular bike when you riding your bike in tge bike lane on the streets people open their car doors on you thinkabout how many people lost their lives riding in bike lanes on public streets that are made for bikes as well as cars so you wanna give me a ticket for trying to be safe on side walk looking out for other pedestrian or let me get hit and die by someone who just threw his car door open on me riding in the bike lane drivers need to be penalize when opening car door on bikers who are riding in bike lanes obeying the rules you suppose to look thru driver side door mirror before just throwing your door open so where do we the bikers get any justice/ you know what’s really crazy about it issue the same people who drive a car who just got finished trying to run a biker off the road will go home and park their car and jump on a bike for whatever reason what they need is safety rail put up along the streets for bike path riders and over head street flashing signs reminding drivers they are also shearing the road with bikers use caution before opening your car doors to exit your car or truck what do tell somebody love one they was hit and killed riding their bike in a bike lane that was made for bike only if you are a Adult and ride a bike or if you got kids or any love one who ride a bike this is food for thoughts
Listen, if you’re going to spend over $1,000 up to $3,000 on an e-scooter that can do 30 to 50 mph, you’re not going to treat it like a race car and be speeding down bike paths you’ll probably be doing closer to 30 to 40 miles an hour. For the people that have paid the extra money to get the special e scooters, if they have a license they should be able to drive however fast they want as long as they are doing the speed limit. Rental scooters are the only thing that should be limited or the rented bicycles which are basically electric mopeds since the pedals do not work on them and that’s the way to get around the law.
Read the restrictions it only applies to EBikes. Not regular bikes. Or skateboards. Or scooters.
This will just be universally ignored. NYC now struggles just to get people to use real license plates on cars. They have zero chance of effectively enforcing this.
Whomever it applies to will ignore it in mass.
I ride and walk in suburban California, 15 mph on sidewalk is a must, bike lanes are open season , so I just use good judgement, eye contact, and anticipate all outcomes. Sometimes I think the things left in the lane like nails, all types of objects poor maintenance roads can be just as dangerous. Like to healthcare debate, transportation debate is front and center as we move into the 21st century. People need a good vision and lots of money to make it safe both areas. Hopefully everybody can have an open mind cuz that’s the answer. To open up and consider every option.
