In the Sicha from Tzom gedalia 5742 the Rebbe allows one to buy another letter in another Torah (In the sicha of Hoshana Raba the Rebbe even leaves room Bmokom Hadchak for many letters in one Torah).
Also in the Sicha of Bamidbar 5745 the Rebbe says that there is a special Maale in having a letter in many of the Sifrei Torah Haklolilim.
Kmuvon, in a room of doubt, there is no need to worry and Aderabe…

In a Maane from 8 Marcheshvan 5742 (In response to the person whose question the Rebbe discussed in Lech Lecha), the Rebbe writes (Likut Maanos Kodesh 5742, pg. 20) “פשוט ומנהג ישראל הוא, שהזכרתיו בהתוועדות, שנרשמים ביותר מספר תורה אחת, ושאין לומר שילדי ישראל לא יירשמו ח”ו בס”ת הכללית” .
In addition, many times the Rebbe stresses how the whole purpose is that all אידן should be included in the Torah – which would include kids, ויש להעיר משיחת ליל שמח”ת תשמ”ג “ושאפילו יהודים שיש להם אותיות בספרי תורה… צריכים גם לקנות אות בספרי תורה הכלליים – כי… ישנו עילוי מיוחד בס”ת הכלליים שעל ידם מתאחדים כל בנ”י למציאות אחת”

In the sicha of Hoshana Raba 5742 (page 213), the Rebbe says clearly that children are ALLOWED to get a letter in the Sefer Torah Hakloli, not that they are required to.

I looked at the sicha of Parshas Lech Lecha 5742 and the Rebbe seems to only address the need for a child who has a letter in the Sefer Torah Hakloli to get a letter in the Children’s Sefer Torah because of the advantage of “hevel she’ein bo cheit.”

Where does the Rebbe say that someone who got a letter in one of the Children’s Sifrei Torah should still need to get one in the Sefer Torah Hakloli?
