Untill now was blur distinguishing the bal avaira who we are commanded to love versus the rasha we distance.

But now the Alter Rebbe is clarifying that the rasha we distance is only a very rare type, “שאינו מקבל תוכחה” who continues his ways even after you acomplished your mitzvas asey of הוכח תוכיח.

This commandment from Leviticus 19.17 is obviously performed with sensitivity. Chazal taught that the Aibeshter perserved even Bilam Harasha’s dignity by silencing his donkey after it mocked “how can you overpower an entire nation when you are powerless to kill me”
“חס הקבה על כבודו של אותו רשע”
במדבר רבה כ יב

Also note the Alter Rebbe’s update אבל מצוה להחיותו that even this rare akshan who maintains his wicked ways we are commanded to support.

Which is similar to the Mezritcher Magid’s teaching to his talmid, “Elimelech, do you hear what is heard in heaven, that Ahavas Yisroel means to love a Rasha Gamur just the same as a Tzadik Gamur”
