As far as the source in the Torah for the obligation to hear Parshas Parah, there are 2 ways we know that there is a Torah obligation of a given Mitzvah 1) the Torah says it explicitly (like Tefilin, Mezuza, eat Matzah the night of Pesach, etc.) 2) Chazal derive it from a Possuk (whether directly or from a Kal Vochomer, Gzairah Shove, etc.).

It is obvious that the Torah doesn't say straight out to read/hear Parshas Parah. Theredore, if it really is from the Torah then Cahazal (meaning, Mishna, Braysa, Gemara, Midrash etc.) would have to say so. Only Tana'im could learn such things out of Pesukim, not just anyone.

So, if there's no source in Chazal (ending by Gemara) that tell us such a Limud then case is closed and it's not a Torah obligation. Period. No one could come out of the blue and say "I could learn out from Possuk X that eating birds meat with milk is forbidden and therefore biblically forbidden".
