The Rebbe is talking about Public Menorahs. (Also about “A Moment of Silance” in public schools). Challenging the warped thinking of those (Jews?) who were opposing the placement of Menorahs in the public square.  Citing the so-called “separation of church and state”.

The Rebbe points out the very foundation of the USA was based on the belief in G-d, they established holidays to Thank G-d (Thanksgiving).  Put “in G-d We Trust” on the currency etc.
