1. This Sefer brings the psakim of ALL the Rebbeim
2. It is more complete. 
3. It is more concise and pedagogical. 
4. The second part of the Sefer is comprised of the original texts (Tzemach Tzedek, Divrei Nechmia…).

This Sefer is designed to be learnt alongside the Shulchan Aruch, not as an independent Sefer. 

That said, the author does mention Rabbi Kaplan’s Sefer in his introduction.]]></description>
