Rabbi Volpo took his translation of the speech from an article in the Kfar Chabad, issue number 568.

Rav Hirshil Shechter Published the Speech in Yiddish and then put on the bottom a Hebrew Translation in his מפניני הרב.

Since we have made mention of this, I would like to share what a friend wrote to me. I myself also heard this from Reb Yisroel Gordon.

“Actually I heard from R Yisroel Gordon that the Rav grabbed the Frierdiker Rebbes hand and lifted it up and said he is the RCBDosa not pointed his finger but they didn’t want to write that.”
