@Yossi
I heard from a family member of Rav Moshe zt"l that he had two bottles of milk in his house. One Cholov Yisroel and one Cholov Stam. He only drank Cholov Yisroel since he was not lenient in Europe and felt bound by a neder to follow a stricter view. He was machmir never to be mattir neder (see Kesuvov 77b about R. Yehoshua b. Levi). The regular milk was used by his family. He did so even though he advocated stringency for a "ba'al nefesh", so no one should say he paskened one way for the rest of the olam and was machmir for his family. He did not think that his psak was unreliable. Indeed, he writes that a ba'al nefesh should be stringent and especially Yeshivos should be stringent to train the talmidim in dikduk b'mitzvos in not just what was required by to go beyond. But to formulate his psak as @C R did that it's "d....ing with faint praise", I do not believe accurately reflects his psak at all. Notably, the Chazon Ish also thought it was permissible מעיקר הדין, even though he advocated stringency. I am not advocating being lenient on Cholov Yisroel leMahadrin, but accurate formulations are important, and we should not imply that tens of thousands of שומרי הלכה who are lenient in this issue, relying on several גדולי ישראל are violating halacha.

If you would have spent a minute researching this so called "news", you would find that's its fake spin, like so much other "news". Essentially fda suspended testing the labs that actually test the milk for accuracy. The labs are certified by 3rd parties as well, but fda had a program to test the accuracy of their tests. The tests were for certain pathogens. So the fda did not stop supervision, just suspended the tests to assure the accuracy of the labs that are tested anyway elsewhere. https://www.agdaily.com/livestock/has-fda-suspended-milk-testing-social-media-hasnt-been-honest/#:~:text=Here's%20the%20main%20real%20fact,is%20called%20lab%20proficiency%20testing.

Rav Moshe’s teshuva ends with the phrasing “those who do so have what to rely upon but any ‘ba’al nefesh’ will be stringent.” That, in rhetoric circles is called damning with faint praise.
There is no heter for milk from a tereifa animal, which is an issur deoraisa. theres a debate whether less than 1.67 (shishim) of cows go under an operating that render them tereifa.
At the time of r’ moshe’s pesak, this was not relevant information but today it is.

Despite His heter,

Reb. Moshe did not once ever rely on it for himself, or for his or his sons Yeshivos or camps. He once inadvertently ingested chalav stam, and stuck his fingers down his throat to throw it all up- and out.

He was one of the last Rabbonim in Russsia under the communists ymchshmm., and devised a way to make the community pool into a -bedi eved- kosher Mikva, while at the same time convincing them to permit one hour a week of separate swimming hours.
For his family he never relied on the ”heter”, and for ten yrs. he and his wife remained..
There was a 10 year age difference between Reb Dovid and yblctva Reb Reuvein.
